Annotations are added with respect to learners , therefore, the Annotation panel - but can also be added to a recording if no learners are assigned to it. The Annotation panel can only be used when recording has started.

if there are learners assigned to a recording. Learner assignment can be completed by adding learners (by group) via the the Recording Setup accessed through the corresponding button in the header above the panel.
