FON users can edit the Record control  panel and select learners while there is no recording in progress if they need to review checklists for some reason.

(warning) However, settings enterred on the Record control panel made by a FON user are overridden by any other user's settings (Admin, Video Control or Video Full Control) at the moment they launch the recording.
